Frederick Cable Oechsner (1902-1992), born in New Orleans, was educated at Tulane University as a lawyer, but instead became a journalist, consul, intelligence official, and author. He was the son of prominent New Orleans physician John Frederick Oechsner (1868-1926) and Caroline Kinne Cable Oechsner (d. 1963). His mother was a niece of Louisiana writer, George Washington Cable.
